About us
4C Strategies - Strategic supplier to Swedish total defense since 2000.
For over 25 years, we at 4C Strategies have strengthened the combined defense capability of Sweden and our allies - through technology, expertise and long-term partnerships.
Today, we support defense forces in about ten countries, NATO as well as authorities, regions, municipalities and socially critical companies. We are a strategic partner to the Armed Forces and most of Sweden's sector-responsible authorities and work to increase the capability of total defense. We do this, among other things, through support in civil defense, continuity management, crisis management and training - from national collaboration to local application. With thousands of deliveries in Sweden and globally, we combine international experience with a deep understanding of Swedish conditions. We operate where requirements meet responsibility. Where plans meet reality.
That' 4C Strategies. That's resilience. For real.

Expert services in Total Defense
The development of a modern total defence system involves many challenges and pitfalls. The difficulty does not lie in identifying a single component, but in seeing the whole picture — and ensuring that all parts reinforce one another. 4C Strategies continuously supports societal stakeholders, from individual organizations to strengthening Sweden’s overall defence capability. Founded twenty years ago to support the Swedish Armed Forces in enhancing combat readiness through training and exercises, 4C Strategies has built deep expertise in developing both civil and military preparedness. Our long-standing commitment and experience have given us unique knowledge in building resilient defence capabilities. In 2025, we have several clear focus areas. Our total defence offering is straightforward: we help authorities, companies, and organizations move from strategic ambition to practical capability. We do this, for example, by: Creating realistic exercises – We design and deliver complex, scenario-based exercises to test and strengthen collaboration between civilian and military actors, from the strategic level to operational reality. Delivering digital decision support – Through our platform Exonaut, we enable organizations to plan, monitor, and improve their preparedness using data-driven insights. We create a digital thread throughout the entire preparedness process. Driving experience-based learning – We ensure that every crisis and every exercise leads to tangible development. Through structured evaluations, lessons learned, and continuous improvement, we strengthen total defence over the long term. Ensuring continuity management – We support critical societal actors in understanding, planning, and testing their ability to maintain operations during war and severe societal disruptions.

Take the opportunity to experience Borderland (Gränsland) at Mötesplats Samhällssäkerhet 2026. Borderland is an interactive total defence simulation designed to help you identify interdependencies, strengthen leadership capabilities, and build confidence in situations where information is incomplete. By making real decisions – without real-world consequences – you develop a shared understanding of responsibilities, roles, and priorities in complex and rapidly evolving environments. The game places you in the midst of an escalating security situation in the grey zone between peace, crisis, and heightened alert. You are faced with a fictional yet highly realistic scenario: Armed conflict is unfolding in the vicinity of the Republic of Ardonia. National and allied forces are on the move. At the same time, the country is affected by cyberattacks, disinformation, and pressure on critical infrastructure. Resources are limited. The situational picture is incomplete. Time is short. Yet decisions cannot wait. Borderland delivers a dynamic and engaging experience where collaboration, prioritisation, and strategic judgement are put to the test. At Mötesplats Samhällssäkerhet 2026, you will have the opportunity to experience the game firsthand and explore how it can strengthen your organisation’s total defence and crisis management capabilities.

Total Defense for Boards
Board Briefing: Total Defence and Responsibilities Before and During War is a focused briefing on the board’s responsibilities before and during war. It strengthens the board’s ability to lead the company through crisis, heightened preparedness, and an increasingly uncertain security environment. The briefing provides a clear understanding of legal requirements, responsibilities, and how operations may be affected in a deteriorating geopolitical landscape. In a concentrated and practically grounded session, the board gains tools to make swift, well-informed decisions — and to proactively structure its crisis preparedness and total defence efforts already in peacetime.

Leadership in Crisis
Leadership in Crisis is a practically grounded training for managers and leadership teams who need to make decisions under pressure and uncertainty. By combining geopolitical context, crisis management logic, and concrete tools, the program strengthens participants’ ability to lead with confidence, empathy, and decisiveness. It builds resilience and provides directly applicable tools for communication, prioritization, and collaboration — before, during, and after a crisis.
